Ticket-only flow
Drop-off centers issue and redeem physical tickets. In-person redemption replaces app payouts where connectivity is unreliable — S8.2.6 accessibility layer applied here first.

Ops run through contracted local partners. Not remote Reg CF marketing, not Operator rental fleets, not a securities pitch.

Founding = same rule
Territory claim / contest stay off until the zone crosses the same real-activity founding threshold as any other chain. Outflow Credit Packages may fund work before that day.
